Rimkus appoints Leslie Harland as Director and Quantum Expert in Asian business

Rimkus, a worldwide provider of engineering and consulting services, has appointed Leslie Harland as a Director and Quantum Expert in its Asian business.

Based in Singapore, Leslie Harland brings over 38 years of experience in the construction and engineering industry to Rimkus. He has extensive experience in commercial management, dispute resolution, and quantum analysis.

A Chartered Quantity Surveyor and internationally recognised construction Quantum Expert, Harland’s career has spanned major infrastructure, energy, and building projects, including high-profile developments such as Changi Airport Terminal 3, Universal Studios Singapore, and the Kallang Paya Lebar Expressway.

During his career, he has been appointed as an independent quantum expert in over 30 arbitration and litigation proceedings across jurisdictions, including the United Kingdom, Singapore, the United States, South Africa, Dubai, and South Korea. His deep understanding of standard forms of contract, such as FIDIC, JCT, ICE, PSSCOC, REDAS, and SIA, has made him a trusted advisor on complex claims involving variations, delays, and disruptions.
