Delay expert Andrei Soltan rejoins HKA in Singapore

HKA, a global consultancy in risk mitigation and dispute resolution, has appointed company returnee Andrei Soltan as Principal in its Asia Pacific business.

Having spent five years with the business, Soltan most recently spent the past 1,5 years at rival consultancy Berkeley Research Group, also based out of Singapore. Effective January 9, 2023, the Romanian national is “pleased” to be back at HKA – “I look forward to help grow our footprint in Singapore and Asia Pacific.”

An expert in project delay work, Soltan is an accredited testifying delay expert with over 20 years professional experience, twelve of which in construction and civil engineering.

He previously worked as a planner and delay analyst for contracting and consulting companies on projects ranging from infrastructure and industrial to technology, residential buildings, and energy projects.

Soltan has been cross-examined in the ICC International Court of Arbitration, including giving concurrent evidence (hot-tubbing). He has testified during Dispute Adjudication Board (DAB) proceedings on five occasions and presented at adjudication proceedings. He has also on multiple engagements acted as Lead Assistant to named experts and assisted in producing delay expert reports, reply reports, joint statements, and delay analysis for varied disputes.

His track record has seen him recognised by industry publication Who’s Who Legal, who named him a Construction Future Leader in 2022, and an Arbitration Future Leader in 2023, among others.

Meanwhile, in Europe (where HKA is headquartered), the private equity-backed firm earlier this month bolstered its aviation capabilities with the acquisition of London-based GMR Aviation Consulting.
